| 摘 要： | 美国以调节农产品进出口贸易为出发点，通过立法形式兴起了土地保护性储备计划。经过20多年实践，被证明是切实可行的。中国退耕还林在生态效益上也与其相吻合，而出发点是保护退化农田生态系统。通过对比分析，认为中国退耕还林工程建设应从经济层面考虑退耕还林；加强农业保险和农村养老保险；提高农民素质，放宽相应的福利政策和增强激励手段。

| Abstract: | The Food Security Act of 1985,as amended,authorizes the Conservation Reserve Program(CRP),which is implemented through the Commodity Credit Corporation(CCC).For a law to agriculture and to regulate the economic problem,CRP is of importance for USA.The purpose of this paper is to focus on CRP and its systematic research.Still,some advice are advanced such as considering the economic aspect properly,intensifying agricultural insurance and country endowment insurance,enhancing peasant's ability and culture,focusing on education and obtain-employment of their offspring and relevant welfare. |
