试论城乡统一的公共服务体系的构建

中国目前实行城乡二元分割的公共服务供给体制，具有极大的非均衡性，而且长期在农村公共服务组织、决策及运作上实行自上而下的政府“包办”型体制，造成农村公共服务严重短缺，成为阻碍统筹城乡发展的突出问题。如何构建与市场经济体制相适应的城乡统一的公共服务体系．促进农村社会经济的发展，已成为当前农村改革和发展面临的突出问题。

Construction of Unified Public Service System between Urban and Rural

Currently,China carries out a public service supply system characterized by duality and segmentation between the city and the countryside,which is very unbalanced.Meanwhile,we practice a "top-down" system which makes government be the whole show in the organization,decision-making and operation of rural public service for a long time.This system results in serious lack of rural public service and becomes the predominating problem that hinders overall planning for urban and rural development.How to build an overall plan of urban and rural public service system adaptable to market economy development,have been the crucial issue for current rural reform and development.
