鄱阳湖区大水面综合开发效益的实证分析与对策建议--以余干县为例

如何合理开发利用丰富的湖面资源,振兴农村经济,改变贫穷落后的滨湖农村面貌,同时使生态环境不逍受新的破坏,是关系到鄱阳湖滨湖地区农村社会和经济健康发展的重要问题。1989年余干县委、县政府提出“立足生态,着眼经济,全面开发,综合利用”的水产资源开发方针,通过统筹规划,合理布局,因地制宜地建立了综合开发湖面和水产资源的生态养殖模式,十多年来取得了较显著的社会经济效益。

Suggestion and Demonstration Analyse of Benefits for Overall Development of Large Water Surface in Poyang Lake Area--A Case Study of Yugan County

Poyang Lake has wide water surface with good water quality and abundant aquatic resources. Utilizing the natural resources reasonably in Poyang lake is the key for the areas around the Lake to developing the rural economy alleviating poverty and protecting the ecological system. In 1989, with the help of MRL Office and other provincial departments, Yugan County government put forward the policy of "basing upon the ecological protection, having economic development in mind, to develop and utilize the natural resources in the lake comprehensively", by planning wholly and laying out reasonably, ecological breeding models and comprehensive development models have been built based on the local social and natural resources situation. Since then, notable social and economic benefit has been achieved.
