从分析河 北省首都 周围绿 化工程入 手， 论述 了 林业 的生 态 环境 建设 主 体地 位确 立 的客观性， 指 出主体 地位确立 的物质基 础， 在于 它对社 会经济发 展的推 动； 主 体地 位确 立的 条件，在于诸 多矛盾的 正确处 理。从而 从理论上 分 析确 立了 林 业的 生 态环 境建 设 主体 地位 。为 在可持续发 展理论指 导下， 把 首都周 围绿化工 程建设 推上一个 新台阶提 出了具 体思路。

DISCUSSIONS ABOUT THE PRINCIPAL STATUS OF THE CONSTRUCTION OF FOREST ECO-EMVIRONMENT STARTING FROM THE AFFORESTATION PROJECT AROUND BEIJING

Through the analysis of the afforestation project around Beijing, this paper discusses about the objectivity of the construction of eco-environment as the principal stcatus and points out that the material base of the establishment of the principal status lies in its promotion to the development of social economy;and the conditions of the establishment of the principal status lies in correctly handling various contradictions, and therefore analyses and establishes the principal status of the construction of the forest eco-environment and puts forward a concrete train of thought for making the construction of the afforestation project around Beijing mount a new terrace under the theory of sustainable development.
