重庆市城乡统筹“农地入股”的经济法律思考

"农地入股"实际上是一种以农民土地承包经营权为资本的投资行为,其大背景是重庆市发展城乡统筹的"一圈两翼"战略:在2020年前,重庆市近1000万农民脱离土地进入城市,为实现这一目标,就必须推行土地集中,实现规模化经营,促使剩余劳动力转移,在法律的范围内保障农村经济又好又快地发展。
