Mechanism of Science and Technology Achievement Transformation of Seed Industry in Common Welfare Organizations in the USA and Enlightenments

Laying stress on mechanism of achievement transformation of common welfare breeding research units in the USA, ownership of research achievements funded by ARS of USDA, and mechanism of achievement transformation of non-profitable units in universities were deeply analyzed in the paper. Enlightenments to improve achievement transformation system of China were put forward, such as improving scientific research input structure of China seed industry, improving evaluation mechanism of science and technology, perfecting administration system and achievement transformation mechanism of knowledge property in breeding achievements.
