摘    要:科研创新平台是提高科研人员创新和实践能力、提升科研机构创新水平的重要载体,强化科研创新平台建设,提高科技创新能力对于促进研究所可持续性发展意义重大。文章以中国农业科学院哈尔滨兽医研究所为例,阐述了科研平台建设的意义和作用,分析了利用科研平台提高科研人员创新能力的效果及目前存在的问题,提出了创新管理机制,提高管理运行水平;强化评价体系建设,完善科学评价方式;注重人才团队建设,激发创新活力等提升科研平台管理水平的措施,以期为加强我国农业科技条件平台建设与管理提供借鉴。

Strengthening Construction of Scientific Research Platform to Enhance the Ability of Scientific and Technological Innovation,Taking Harbin Veterinary Research Institute of CAAS as a Case
Abstract:Scientific research innovation platform is an important carrier to improve the innovative and practical ability of scientific research personnel, improve the level of scientific research institutions. Strengthening the construction of scientific and technological innovation platform and improving the scientific and technological innovation ability are of great significance for the promotion of sustainable development of research institutes. Taking the Harbin Veterinary Research Institute of Chinese Academy of Agricultural Sciences as an example, the significance and function of scientific research platform construction were expounded in the paper. Effect and the existing problems of utilizing scientific platform to boost the innovative ability of researchers were analyzed. Measures for improving management level of these platforms were put forward, i.e., innovating managing mechanism and raising the managing and operating level, strengthening construction of evaluation system and improving scientific evaluating modes, paying attention to building of team and motivating innovative vigor. These supplied references for the construction and management of scientific and technological condition platform in our country.
