中国干旱区不能成为“我国新粮仓”

我国是世界上人口最多的国家,"民以食为天",粮食安全意义重大。从中国干旱区的地理位置和地理环境,特别是水资源的形成、运行规律;特殊生态地理环境背景下的典型的中国盐渍土壤方面,并结合中国干旱区人文环境及开发过程所遇到的实际环境问题看,中国干旱区不能承担"我国耕地后备资源基地"、"我国新粮仓"的重任。从全国生态安全格局看,中国干旱区防治荒漠化,减轻沙(盐碱)尘暴,保护环境,恢复自然生态系统功能具有全局性战略意义。

The Arid Lands of China Should Not Be Taken As the New Grain Output Fields

China is one of the countries,which has the most population in the world.Large amount people need food for their daily life,so grain security is of great importance to China.Aimed at guaranteeing the grain security of China,many scholars have suggested that,vast distributed waste lands in the arid lands of China could be exploited into new grain output fields.Viewing from special characteristics of geographical location and environment,especially distinctive regularities of the formation and transformation of water resources,distribution of salt soil and process of secondary saltification in arid lands of China,and taking typical environmental problems which occurred during regional development into account,in this paper,however,we argue that the arid lands of China should not be considered as"the base of waste land for future reclamation"and"the new grain output fields".We think that combating desertification,reducing dust(salt)storm,restoring ecology and protecting environment in the arid lands of China are matters of overall and strategic importance to ecological security of the whole country.
