改进农机燃油补贴方式之浅析

近几年,我国农用柴油价格多次上涨,对农机化发展以及"三农"工作造成了较大影响。2006年国家虽然采取农资"综合直补"方式对种粮农民柴油化肥等农业生产资料增支实行综合直补,但是农机手开展农机作业的用油却没有得到补贴,没有达到补贴调控和降低作业成本的目的,广大农机手负担依然很重。本文通过改进农机燃油补贴方式的必要性分析,提出了"定额直补,差价购油"的农机燃油补贴方式,并对这种补贴方式进行了可行性分析。

Analysis on Improving of Agricultural Machinery Diesel Oil Subsidies' Way

Over the past few years, agricultural diesel oil' price goes up many times, and had big effects on the development of Agricultural mechanization and three dimensional rural issues. In 2006, China's direct subsidy to its hundreds of millions of farmers earmarked for grain planting and farming materials like Diesel Oil and fertilizers. But the Diesel Oil which used for agricultural machinery' assignment do not get corresponding subsidy, and do not achieve the purpose of regulating and controlling then reducing assignment' cost, so that agricultural machinery operators burden duplicates each other as before very much. This paper analyzes the necessity of improving agricultural machinery diesel oil subsidies' way, puts forward the"quota direct subsidy, price differences buys oil"agricultural machinery diesel oil subsidies' way, and analyzes the feasibility of the new agricultural machinery diesel oil subsidies' way.
