由一起事故引出的对安全管理的思考

通过对状元油库一起油罐底板穿孔漏油事故的分析，得出几点教训；（１）安全管理工作要从基建抓起，避免基建施工中出现的偷工减料，安装设施以次充好等于现象，（２）重视计量的安全检测作用，做到技术与管理齐抓。（３）对清洗油罐必须高度重视，严格认真，不要仅仅为了转换储油呼喊则洗罐。（４）安全巡检要强化，巡检范围应扩大。油库应采取定人，定责、定量、定范围，实行不停顿巡检和“巡检牌”抽检等措施。（５）注意做好油库

A Reflection on An Accident from Safety Management

Through analysis on a case of tank bottom leaking accident in Zhuang Yuan tank farm, we have learned some lessons: 1. Safety management must be carried out from foundation and jerry works should be avoided in capital construction. 2. Lay stress on safety examination of measurement. Both technique and management must be focussed attentevely. 3. A close attention must be paid to tank cleaning which is performed seriously and carefully. Don't perform tank cleaning just for case of changing stored products. 4. Reinforce tour inspection and enlarge range of inspection. Carry out the regulations of person fixed, responsibility fixed, round the clock tours inspection and spot check for tour inspection cards. 5. Fulfill inspection on the building around safety area of tank farm. Keep close contact with local city planning and fire protection sections. Maintain initial land form around tank farm. Curb illegal buildings in time if there is.
