基于城乡统筹综合评价的江苏省土地整治模式分析

新时期中国农村的土地整治，是拉动内需、推动新农村建设、实现城乡统筹发展战略的重大举措。通过土地整治可以挖掘农村土地潜力，促进城乡用地挂钩，改善农村生产生活条件，缓解建设占地与耕地保护之间的矛盾。因此，探索基于城乡统筹发展的土地整治模式具有一定的理论与现实意义。该文首先构建城乡协调度评价指标体系，对江苏省13个地级市的城乡统筹发展水平进行评价，得到城乡协调度高值区、城乡协调度较高值区、城乡协调度中值区和城乡协调度低值区。针对不同区域内的城乡发展状况，提出不同的土地整治模式：适应城镇扩张型土地整治模式、基础设施改进型土地整治模式、中心村辐射带动型土地整治模式和特色农业发展型土地整治模式。

Analysis on the models of land reclamation in Jiangsu Province based on the evaluation of urban-rural coordinated development

Along with the advancement of new countryside construction and the launch of coordinating urban-rural strategy, the government and academic circles have paid more attention to the land reclamation problem. As a result, the land reclamation regulation has been turning a major action currently taken to expand domestic demand, to push forward the new countryside construction and to realize urban-rural coordination. Land reclamation can help to excavate the land potentiality in rural areas, promote the construction of pothook for urban-rural land, improve the living condition in rural areas, and release the contradiction between the land occupation for construction and the farmland protection. It is of theoretical and practical significance to explore the model of land reclamation based on urban-rural coordination development. By constructing the evaluation system of urban-rural coordination index, we evaluate the level of urban-rural coordination development for 13 cities in Jiangsu Province. It is shown that there are 4 kinds of zonings: the highest ones, the higher ones, the medium ones and the lower ones. According to the classification, we conclude 4 kinds of models for land reclamation: to adapt the expansion of urbanization; to improve the construction of infrastructure; to attract the small villages around the central ones; to develop the characteristic agriculture.
