| 摘 要： | 发展农村职业教育是新农村建设的重要议题之一.在倡导加大资金投入和师资培训的同时,采用何种行之而有效果的方式投资是制度供给的问题.对教育券制度的试点实践是打破原有制度路径依赖的必要前提.应将生均预算内公用经费以票据的形式发放给家长和学生,以扩展受教育者自由的选择权,从而为新农村建设积累合适的人力资本.

| Abstract: | The rural vocational education is highly attached to the construction of new rural areas.The policymaker must guarantee the methods of fund investment.It is also necessary to enhance the fund devotion and teachers training.Educational voucher can break the last regime.The educational voucher is an efficient way to transfer the average public funds to all families since it can expand the option of people and can accumulate proper human capital for the construction of new rural areas as well. |
