农产品产地禁产区划分中存在的问题与对策研究

摘    要:农产品产地禁产区划分是实施《农产品质量安全法》和《农产品产地安全管理办法》,保障农产品产地和农产品质量安全的重要环节。本文对我国农产品产地土壤、水和大气的环境污染现状进行了分析和描述,提出了禁产区划分的技术程序。在此基础上,针对当前禁产区划分工作中存在的突出问题,提出了开展农产品产地安全普查、完善产地标准体系、加强禁产区划分的基础研究和开展禁产区划分的试点、示范的对策和建议。

Abstract:Non-producing areas division for agricultural producing areas is an important aspect to implement "code of primary products quality security" and "safety management methods of agricultural producing area". It also can play a great role in the protection of agricultural producing area and primary product quality. The status and pollution characters of soil, irrigation water and air quality in agricultural producing area were analyzed, and a flow chart of division for non-producing area was also given. According to the important problems in the division of non-producing area, some related countermeasures and advices for safety survey of agricultural producing area, consummating standard system for producing area, strengthening fundamental research and developing trial area for the division of non-producing areas were also presented.
