| 摘 要： | 规划即筹划、计划,尤指比较全面、长远的计划。我国现阶段政治、经济和社会状况下,编制具有前瞻性、科学性、合理性的规划的可能性问题值得思考。针对政府主导的规划,从经济社会的可预见性、规划编制方法和过程以及编制规划的目的等方面,对此进行了初步地分析。

| Abstract: | A program refers to a plan,especially to an overall-and-long-term plan.Under the present political,economical and social situation of our country,the chance of making a prosperous,scientific and rational program deserves a careful consideration.In view of government-dominated program,this paper makes a tentative analysis of the prediction of economical society and programming methods,courses and aims. |
