灾害的频繁发生是造成我国农村贫困地区难以保持扶贫成果的关键因素之一,正确认识我国农村贫困地区的灾害问题,探讨适合农村贫困地区的灾害风险应对机制将对我国农村贫困地区的脱贫工作起到极为重要的作用。分析了我国农村贫困地区灾害易于发生的原因,以及对如何在农村贫困地区有效的开展灾害风险管理进行了SWOT分析,并提出了相关建议。
