| 摘 要： | 本文从另一个测面探讨振兴黑龙江林业的思路，一是从政策上改革管理体制，使其顺应社会发展的潮流。对生产力的发展起到促进作用；二是创造的外部环境，利用人才的吸纳。发挥人才的作用，才能够直正地振兴黑龙江的林业。
