对耕地占补动态平衡的经济学反思——兼论建立耕地占用权交易

本文首先对现行的耕地占补动态平衡政策进行了经济学反思,指出其存在没有充分考虑区域差异性、耕地开发潜力大的省份开发耕地激励机制不足及缺乏对耕地保有量外部性的考虑等三个缺陷。然后,基于制度变迁理论,提出了建立耕地占用权的设想,并对其经济效果进行了分析,发现较耕地动态平衡政策具有明显的经济效益。最后,总结了建立耕地占用权交易制度的优越性。

Reflection on Economic Aspect of Total Arable Land Dynamic Balance Policy and Trade of Arable Land Possession Permits

In this paper,we start with the reflection of the economic aspect of total arable land dynamic balance policy,and point out its three limitations:lack of the consideration of the differences between regions,insufficient promptings to the provinces which have potential to increase arable land area,and no considering about the externality of arable land possession.Then we put forward the suggestion of trade of arable land possession permit based on the institutional change theory,and come to the conclusion that it is more economical beneficial after the economic effect analysing.Finally,we summarize the superiority of the trade of arable land possession permits.
