黑龙江、吉林两省 ,水土保持生态建设抓得好、抓得实 ,以小流域为重点的综合治理坚持高标准、高效益。两省明确了水土保持宣传周、宣传月 ,利用各种形式宣传水土保持法律法规、治理成果 ,使水保政策法规深入人心。把查处违法案件作为加强水土保持工作的突破口来抓 ,收到了处理一起、教育一片、带动一片的良好效果。加大水保科研投入 ,不断提高水保科技含量。以鸡西市、通化市为代表的水保城市试点 ,推进了城市水土保持生态环境建设。对中央财政专项项目实行动态管理 ,确保资金用在“刀刃”上。介绍了具体的做法和经验

Investigation of Progress in Soil and Water Conservation Ecological Construction in Heilongjiang and Liaoning Provinces

Perfect and practical work has been made in soil and water conservation in Heilongjiang and Jilin Provinces with insisting on high standard and high effectiveness in small watershed management by taking comprehensive treatments as the key point. The two provinces have determined soil and water conservation propaganda week and month for each year to disseminate laws and regulations and harness achievements of soil and water conservation by using every possible way and to strike root in the hearts of the people about soil and water conservation laws and policies. They take investigating and dealing with illegal cases as breakthrough for strengthening soil and water conservation, and achieved perfect effects of dealt with a case, educated a region, and promote a district. The scientific content has been continuously enhanced through increasing investment in soil and water conservation study. The pilot project of Jixi and Tonghua cities of soil and water conservation in urban area has promoted the ecological environment construction in urban regions. The way of dynamic management is applied to central government financed projects to ensure the fund using in key projects. The concrete ways and experiences of management are introduced in the paper.
