2 1世纪初 ,我国节水工作将进入新的发展阶段 ,总结过去几十年我国水资源开发利用的经验 ,从可持续发展的高度来认识节水的战略地位 ,以“用水紧张程度”的标准来衡量水资源利用现状 ,都应当对水危机有更深刻的认识 ;要用明晰的思路和原则指导节水 ,把节水作为系统工程来抓 ,建立有利于节水的管理体制和发展机制

Thinking on Water Saving Works at Beginning of 21st Century

At the beginning of 21st Century, China's water saving works will enter a new development stage. It is important to summarize the experiences for application of water resources in the past several decades. We should approach the strategy of water saving from the high plane of sustainable development, as well as to evaluate the present situation for application of water resources by the standard of "degree of water scarcity". It is need to deeply understand the water crises, and to have a clear thinking and principles for guiding the water saving works. In addition, water saving works should be promoted as a systems engineering, and it is necessary to establish a management system and develop a mechanism benefited to water saving.
