全国森林防火二期规划队伍建设初步设想

森林防火队伍建设是森林防火工作的关键，通过实地调研、资料收集、专家座谈等形式，分析了森林防火队伍建设的现状和存在的问题，提出了森林防火管理队伍应从管理机制、队伍结构、定员标准、建队模式、扑火装备、基础设施、技能培训、科技推广等7个方面加强建设，针对加强队伍管理、建立队伍经费保障的长效机制、加强队伍灭火演练、提升队伍装备现代化水平、加强队伍人员的扑火战术和技能培训、提高应急反应能力等6个方面提出合理化建议，以期为全国森林防火队伍建设提供参考。

Discussion on Team Construction of Forest Fire Prevention Second Phase Planning in China

Forest fire prevention team construction was a key part of forest fire prevention works. In the paper, according to field investigation,article collection and expert discussion,the author tried to summary present sit-uations and problems of forest fire prevention team construction,and put forward that management mechanism, team structure,team standard,personal model,fire prevention equipment,basic inventory,infrastructure, skill training,and technological popularization should be focused on to make the constructing process better. In addition,it suggested to reinforce team management,funds guarantee,practical drill,equipment level,skill training and emergency reaction,in order to provide references of forest fire prevention team construction in China.
