农业科研单位国有资产管理的实践与思考*

实验用地、科研设施等国有资产是农业科研单位开展农业科研的基本条件和物质基础，管好用好这些国有资产，对保障农业科技创新能力的持续提高具有重要意义。在总结河北省农林科学院10多年国有资产管理实践的基础上，针对当前该院国有资产管理中依然存在的问题，提出了进一步修订、完善管理制度，强化制度落实和监督、检查，大力督办历史遗留难点问题等工作思路。

PRACTICE AND THOUGHT ON MANAGEMENT OF STATE-OWNED ASSETS OF AGRICULTURAL RESEARCH INSTITUTIONS*

State-owned asset, such as experimental land and research facilities, is the basic condition and material basis for the agricultural research institutes to carry out research activities. Making better use of the state-owned assets has a great significance for the sustainable development of agricultural research and innovative ability in China. This paper summarized the practical experience of over 10 years in state-owned assets management of Hebei Academy of Agriculture and Forestry Sciences, put forward the problems in practice, and proposed some ideas, such as further improving the management systems, enhancing the implementation, supervision, and inspection of the regulations, and actively solving the historical remaining problems.
