DISCUSSION ON THE COMMON PROBLEMS AND SUGGESTIONS IN THE PREPARATION OF SPECIAL IMPLEMENTATION PLAN FOR REPAIR AND PURCHASE

The implementation plan of the special project of repair and purchase of central level scientific institutions is an important basis for project budget implementation, supervision and inspection, project acceptance and performance evaluation. Therefore, the preparation of the implementation plan is a very important basic work, the quality of the preparation directly affects the amount of the project approved, the later implementation, and the acceptance of the project. This paper expounds the differences between the special implementation plan for repair and purchase, the preliminary design of infrastructure project and the special declaration for repair and purchase. Combined with the practice of compiling the project implementation plan, this paper simply analyzes the common problems in the compilation of the implementation plan and the causes of the problems, and puts forward the corresponding suggestions from the perspective of the compilation unit.
