| 摘 要： | 农村劳动力转移是西藏农牧民增收致富的突破口,是西藏从根本上解决“三农”问题,建设社会主义新农村,保障社会稳定和经济健康发展的重要举措。财政作为政府最直接最有效的经济调节手段,在促进农村劳动力转移过程中发挥着至关重要的作用。该文在分析公共财政在农村劳动力转移中的作用定位的基础上,结合西藏具体区情,分析西藏农村劳动力转移的特殊性,给出促进西藏农村劳动力转移的财政政策建议。

| Abstract: | The rural labor transferring is not only the breakout to increase farmers and herdsmen''s income in Tibet, but also an important way to solve "three rural" issues,to construct new socialist countryside, and to ensure the social stability and economic development. As the most direct and effective means of economic adjustment, public finance played an important role in the process of rural labor transferring. Based on the analysis of financial function positioning in the rural labor transferring, this article analyzed the particularity of rural labor transferring in Tibet, proposed fiscal policy suggestions on promoting the rural labor transferring in Tibet. |
