“十四五”时期加快补齐农村道路建设短板

近年来,我国农村道路建设取得了显著成绩。截止2020年,具备条件的乡镇和建制村实现了100%通硬化路的目标,但还存在一些突出问题和短板,亟需加快补齐。文章系统研究我国农村道路建设现状,梳理现阶段农村道路建设存在的问题,提出加强农村道路建设、加快补齐农村道路短板的思路和对策。我国农村道路建设在取得显著成绩的同时,也存在一些突出问题和短板,村内道路无人管无人建、建设标准缺失、资金缺口巨大,农村道路管理养护滞后,技术等级不高,配套设施不健全,交通隐患较多,等等,亟待转变建设思路,加强对策研究,加快补齐短板,促进农民脱贫致富。加快补齐农村道路建设短板,应从六个方面精准施策,实现农村道路建设“六大转变”,才能更好地为农民群众便捷出行、农村地区经济社会发展提供强有力的支撑和保障。

SPEEDING UP THE CONSTRUCTION OF RURAL ROADS IN THE 14TH FIVE-YEAR PERIOD

In recent years, China''s rural road construction has made remarkable achievements. By 2020, the qualified towns and villages have achieved the goal of 100% road hardening, but there are still some outstanding problems and short boards, which need to be supplemented. This paper systematically studied the current situation of rural road construction in China, combed the problems and short boards of rural road construction at this stage, and put forward the ideas and countermeasures to speed up the construction of rural road. While China''s rural road construction had made remarkable achievements, there were also some outstanding problems and short boards, such as no management and no construction of village roads, lack of construction standards, huge funding gap, lagging management and maintenance of rural roads, low technical level, imperfect supporting facilities, and many traffic hazards. So, it is urgent to change the construction ideas, strengthen the research on countermeasures, and speed up the completion of short boards, to help peasants to get rid of poverty and become rich. To speed up the short boards of rural road construction, we should implement policies from six aspects to realize the "six changes" of rural road construction, so as to provide strong support and guarantee for the convenient travel of peasants and the economic and social development of rural areas.
