实施“阳光工程”加强科研经费监管的探索与分析

近年来,随着国家财政科技投入的持续加大,新形势下如何加强科研经费监管,提高资金使用效率,成为各级政府、科研院所以及社会公众普遍关注的热点。为推动完善信息公开、使用透明、监管有力的科研经费管理机制,中国农科院等单位率先实施了科研经费管理“阳光工程”。文章从实施“阳光工程”的历史背景、工作思路、实践做法以及完善机制等方面做了一些思考与分析,提出了具体建议。

EXPLORATION AND ANALYSIS ON IMPLEMENTATION OF THE "SUNSHINE PROJECT" TO STRENGTHEN THE SUPERVISION OF RESEARCH FUNDS

In recent years, as the increase of financial investment in science and technology in China, how to strengthen the supervision of research funds and improve the use efficiency of the funds under the new situation becomes the focus of concern by all the government departments, research institutes and the public. To promote and improve the management mechanism of research funds with public information, transparent application and effective supervision, some institutes such as Chinese Academy of Agricultural Sciences firstly carried out the "Sunshine Project" on the research funds management. This study analyzed the implementation the "Sunshine Project" from the aspects of the background, the scheme, the practice and the improve mechanism, and also made some specific recommendations.
