| 摘 要： | 2008年1月发生的低温雨雪冰冻灾害不仅对我国造成重大的生命和财产损失,并对社会和经济运行产生了重大影响,本文分析了雪灾造成的一系列公共管理危机,总结了党和政府在此次抗灾救灾中的成功经验,探讨了建立具有全局性和可操作性的自然灾害危机管理机制、对策和实施战略。

| Abstract: | The snow disaster in January 2008 not only caused significant loss of life and property, but also produced a great impact on social and economic operation. The paper analyzed a series of public crisis management caused by snow disaster, summed up the experience and enlightenment in the fight against snow disaster, and discussed crisis management, strategy and implementation strategy of natural disasters. |
