白马农机化科研试验基地建设发展SWOT分析研究

摘    要:农业科研试验示范基地是高校、科研院所开展农业科研项目研发、成果转化、技术示范推广、人才培养的重要场所和平台。针对我国农业机械化技术创新专业性试验基地短缺问题,以新建的白马农业机械化科研试验基地为对象开展SWOT分析研究,从优势、劣势、机遇及挑战四方面分析其建设发展情况,开展白马农机基地客观基础条件、专职管理及稳定运行经费支持、农机自身试验条件等劣势与挑战分析,同时进行基地运行管理、服务支撑、开放共享平台、绩效考评、集群环境、国家科研政策、地方政府支持等优势和机遇分析,提出加强组织管理、宣传交流平台建设、运行经费支持、试验使用机制建设保障等建议,为白马农机基地进一步发展及国内相关基地建设提供指导和借鉴。

Abstract:The bases based on agricultural colleges or scientific research institutes are important to carry out the research on scientific programs, the transformation of achievements, also the demonstration and promotion of technology. Meanwhile, they are platforms to cultivate the modernized and creative agricultural talents. Addressing to the problem that we are lacking of agricultural mechanical technical and creative bases, we use the analyzed method called "SWOT" to take a research on Baiba base. We analyze its construction and development situation from four aspects of advantages, drawbacks, opportunities and challenges. Not only do we analyze the drawbacks and challenges from the base’s objective basic condition, full-time management, stable fund support and the agricultural mechanical base’s internal experimental condition, but also we analyze the advantages and opportunities from the base’s operational management, service support, shared platform’s opening, performance appraisal, cluster environment, national technological and research strategies, also the support from the local government. We propose the advices that will strengthen organizational management, the platform construction of publicity and communication, the support from operational funds and the guarantee of the experimental institutional mechanism. Above all, we will offer guidance and references to the Baiba base and related domestic bases’ further development.
