| 摘 要： | 改革开放以来,宁夏山川区域经济发展上采取的非均衡发展战略体现了效率优先的原则,也造成了山川间发展水平的巨大差距.地理位置、资源禀赋、累计投资和投资效率是造成山川间巨大差距的重要原因.从宁夏整体经济发展和兼顾效率与公平的角度考虑,山川区域间应继续实施非均衡协调发展战略,同时,应采取加大政府投资、改善投资软环境、充分挖掘优势人力资源潜力等措施遏制或缩小山川间的发展差距.
