| 摘 要： | 面对西部地区的劳动力素质低下，大量高素质人口流向中东部地区及社会生态环境较差的现状，借鉴托达罗人口流动模型及投资－收益比较分析理论，提出了确定合理的人力资本投资风险定价是西部地区“回流”人才和改善社会生态环境的关键。
