赣南地区旅游扶贫典型模式比较及启示

【目的/意义】探究赣南地区旅游扶贫的典型模式,总结其通过发展旅游实现乡村振兴战略的成功经验,以供其他类似地区参考。【方法/过程】基于赣南多个县市区的深度访谈资料,对比分析各个模式的优缺点以及适用条件,并基于此提出制定旅游扶贫模式的对策建议。【结果/结论】结果显示,赣南地区旅游扶贫的3种典型模式(政府主导型、景区帮扶型、景村一体型)在旅游扶贫中均取得了不错的成效,但由于不同模式的发展旅游的原动力、政府扮演的角色、开发模式、产业结构、贫困户参与情况有所不同,其扶贫效果在见效速度、成效涉及面以及作用方式方面存在较大差异。建议类似地区在制定旅游扶贫模式时应因地制宜地科学规划路径;保持不断创新,紧跟市场需求;通过产业融合激发村民热情;通过加强与企业对接增强内生动力。

Comparative Study on the Typical Models of Poverty Alleviation Through Tourism in Southern Jiangxi Province and Its Enlightenment

【Objective/Meaning】The paper probes into the typical model of tourism poverty alleviation in southern Jiangxi province and summarizes it’s successful experience in realizing the strategy of rural revitalization through the development of tourism for reference in other similar areas.【Methods/Procedures】Based on the in-depth interview data of several counties and cities in southern Jiangxi Province,the advantages and disadvantages of each mode and the applicable conditions were compared and analyzed.Then,based on this,the countermeasures were put forward for formulating the model of poverty alleviation through tourism.【Results/Conclusions】The results showed that the three typical modes of poverty alleviation through tourism in southern Jiangxi Province(the government-leading mode,the scenic spot-supporting mode and the scenic spot&village-integrated mode)have all achieved good results in the poverty alleviation through tourism.However,due to the differences in the driving force of tourism development,the role played by the government,the development mode,the industrial structure and the participation of the poor households in different modes,the effect of poverty alleviation was quite different in the aspects such as the speed of becoming effective,the involved aspects of becoming effective and the mode of action.It was suggested that when formulating the mode of poverty alleviation through tourism,the similar areas should scientifically plan the route according to the local conditions,keep up with the market demand through maintaining the continuous innovation,stimulate the enthusiasm of villagers through industrial integration,enhance the internal impetus through strengthening the connection with enterprises,etc.
