| 摘 要： | 党的十六届五中全会提出了构建和谐社会,建设社会主义新农村的战略目标,完成这一历史使命的重点和难点在山区,特别是贫困山区。农业综合开发作为公共财政支持“三农”工作的重要组成部分,在构建社会主义和谐社会中,尤其是在推进社会主义新农村建设这一进程中具有十分重要的作用。因此,搞好山区农业综合开发工作十分必要和紧迫。
