| 摘 要： | 农民与保险公司是农业保险市场中的2大行为主体，它们各自的行为特点决定了农业保险必须采取政策性经营。保险费，即保险价格是农民与保险公司动态博弈的核心。然而保险公司的成本预算又是决定双方博弈利益大小最为关键的因素。因此有必要分析保险公司经营农业保险的成本构成，进而形成有效的政策性农业保险制度。

| Abstract: | Farmers and insurance companies are the two large behavioral actors in the agricultural insurance(AI) market.Their respective behavior characteristic decides that AI must take the policy-based operational measure.Premium,that is insurance prices,are the core of dynamic game between farmers and insurance companies.But insurance company's cost budget is also the major factor that decides the interests of both the size of game.So it is necessary to analyze the cost structure of operating agricultural insurance of insurance companies,then effective policy agricultural insurance system can be formed. |
