论中国政府财政对农业投资效益评估指标体系与评价方法

中国政府财政对农业投资一直没有有效的考核办法，没有量化的考核指标，不利于正确、合理地安排财政对农业投资。因此，迫切需要制订一套评估财政对农业投资效益的指标体系。在遵循合理原则的基础上，运用“德尔菲法”构建的中国政府财政对农业投资效益评估指标体系，共三部分18个指标。在指出运用该指标体系的三个关键环节后，给出了运用该指标体系的两种方法：测分评价法和指标比较法。

On the Benefit Evaluation Index System and Appraisal Methods of Chinese Government Fiscal Investment in Agriculture

Chinese government fiscal investment in agriculture does not have effective assessing measures and measurable assessing indexes. It is necessary to establish a suite of index system which can be used to evaluate the benefit of government fiscal investment in agriculture. Following rational principles, the index system evaluating the benefit of Chinese government fiscal investment in agriculture is constructed by applying Delphi Method. The index system consists of three sectors. and eighteen indexes. After indicating three key links of applying the index system, two methods,scale evaluation method and index comparison method are offered. In the end, the index system and the evaluation methods are illuminated by means of living example.
