城市化与“三农”问题

“三农”问题的主体是农民，而农民问题的核心是增加收入。想让农民增加收入只有一个办法，就是减少农民，中国“三农”问题根本出路在于大量减少农民的数量，而要实现这一点，惟有靠实现城市化战略才能最终完成。为了彻底解决“三农”问题，减少中国农民的数量，加快农业人口向城市的转移速度，积极地推进中国的城市化进程，需要做好3个方面的准备：一是城市需要充分的软、硬件准备；二是中国农村教育和农民素质技能的准备；三是政策保障体系的准备。

Urbanization and the Problem of Agriculture, Rural areas and Peasants in China

The main body of the Problem of Agriculture, Rural areas and Peasants in China is the peasants, whereas the central point of the problem of the peasants is the increase of income. There is only one way to increase the income of the peasants, that is, decrease the population of the peasants. Therefore, the key to solve the problem of Agriculture, Rural areas and Peasants in China is decrease the population of the peasants tremendously. To reach that goal, we have to achieve the strategy of urbanization. To solve the problem of Agriculture, Rural areas and Peasants completely, decrease the population of the peasants, accelerate the transfer speed of the agriculture population from rural areas to cities, and push on the urbanization progress in China, three preparations are needed: the first one is the preparation of abundant software and hardware for cities; the second one is the preparation of good-education and technical ability trainings for peasants; the third one is the preparation of the relative policy guarantee systems.
