国内外水利建设投入机制的经验启示

党中央、国务院十分重视水利建设工作,数年的中央＂一号文件＂多次提到建立由国家、地方和农民共同负担的水利设施建设投入长效机制。2011年中央＂一号文件＂中提出加大公共财政对水利的投入,将水利作为公共财政投入的重点领域,这些为我国加快推动水利建设提供了难得的历史机遇。本文分析了国外发达国家和国内一些地区的经验,总结提出对我国水利建设的启示。

Inspiration of Investment and Financing of Water Resource Projects at Home and Abroad

Central and the State Council attached great importance to water conservancy construction,and ＂Central Document NO.1＂ repeatedly refers to the establishment by the state,local and farmers that share the burden of water conservancy facilities into long-term mechanism for many years.In 2011 ＂Central Document NO.1＂,it has increased public financial investment to irrigation work and irrigation work,which is the public finance investment focus area,and it also provides a rare historical opportunity to accelerate the construction of water conservancy in China.Besides,based on some experiences of investment and financing of water resource projects at home and abroad,some useful explorations are made to the modes of investment and financing of water resources in China.
