水库移民安置的社会风险识别与评

水库移民作为非自愿移民的一种,因人口、环境、政策及各种经济因素的交互作用,使移民面临着贫困的社会风险。以凉山州为例，在分析其水库移民特征的基础上,从社会学角度，对水库移民安置的社会风险进行了识别与评价，并得出了相应的结论与启示.经分析识别,凉山州水库移民面临着失去土地、失业、边缘化、缺乏食品、健康等生活保障、社会关系网破坏、社区服务不健全、失去享有公共财产服务的权利和宗教文化冲突等社会风险,这些风险既独立存在又相互影响,构成导致凉山州水库移民贫困的八大风险因素.综合评价得出凉山州水库移民风险属于中等偏高风险,应该引起重视.

Identification and Evaluation of Social Risks of Reservoir Inundation Resettlement——Case Study of Liangshanzhou Reservoir

As a kind of involuntary migration, reservoir inundation resettlement has social risk of poverty with the interaction ot population, environment, policy and economic factors. Taking Liangshanzhou as an example, this paper identifies and evaluates these social risks in the reservoir inundation resettlement from the perspective of sociology on the basis of analysis of the characteristics of reservoir inundation resettlement. It is found that Liangshanzhou reservoir inundation resettlement is confronted with eight risks, such as losing land, unemployment, marginalization, lacking security of food and healthy, breaking of social relationship, imperfect community service system, forfeiting the right of enjoying common property service and conflict of religion culture. These risks interact with each other and exist independently, which constitute the eight risk factors of inundation resettlement of Liangshanzhou Reservoir. The integrated evaluation indicates that the risk of inundation resettlement in Liangshanzhou Reservoir is at the level of medium and high, so much more attention should be paid for this problem.
