| 摘 要： | 流域管理是水利管理近代化的标志之一。大流域机构可以聚集多方利益代表,便于多方融资的流域投资渠道的建立。中国具有流域管理的历史传统,跨行政区域的国家级水利管理机构至迟在宋代已经出现。但是对于各流域整体性的认知,在清代中叶前,仍仅停留在对上游水土流失的初步认识阶段。
