黑龙江省伊春林区科技与林业发展的调研报告

通过对黑龙江省伊春林区科学技术、林业发展现状的调查资料的分析,阐述了先进技术的推广、林权制度的改革、林产工业资源渠道的拓宽、林区生活替代能源的开发利用、森林生态效益的补偿、森林生态的逐渐恢复以及科技滞后于林区发展、林区发展对科技的迫切需求等方面存在的问题和发展趋势。认为:以林权制度改革为契机,通过制度创新解放和发展科技第一生产力,通过解放人的积极性发挥科技第一生产力的巨大潜力;打破林业经济体制与管理体制的僵化问题,处理好森林经济、森林生态效益与经济发展的辩证关系,可使伊春林区的经济发展、科技进步和生态环境恢复得到协调、同步提升。针对伊春林区的现状和林业科研项目的特点,提出了明晰科研工作的重点,促进信息、人才互动,延长林业项目的研究期限等针对性和可操作性强的三点建议。

Investigation Report on Technology and Forestry Development of Yinchun Forestry Region of Heilongjiang Province

The existing problems and the development tendencies for popularization of advanced technology, reformation of forest authority, broadening of resource channel for forest production industry, exploitation and utilization of substitute energy sources consumed by the inhabitants in forestry region, compensation of forest ecological benefits, gradual restoration of forest ecological environment, lag of science and technology behind forestry development as well as the urgent demand of forestry development for science and technology, are expatiated in detail by analyzing the investigation data on science, technology and forestry development in Yichun Forest Region, Heilongjiang Province. If taken the system reformation of forest authority as a turning point, science and technology could unbind and develop via system innovation, and the vast potential of science and technology as the first productivity could also bring into play by means of mobilizing personal positivities. The economic development, scientific advancement and eco-environment restoration could improve in harmony and synchronization by dealing well with the dialectic relationships between forestry economy, forest ecological benefits and economic development through breaking the rigidify systems for forestry economy and management. Finally, some suggestions are put forward aiming at the current situation of Yichun forest region and the characteristics of forestry scientific research projects, which are the perspicuity of the emphases of scientific research work, the promotion of the exchange of information and person with ability, and the prolonging of research time limit for forestry projects.
