浅析我国生物质能政策框架的现状与发展

在中央政府的支持下,我国生物质能的开发与利用得到了迅猛发展,但是由于相关的法规和政策并不配套和协调,导致生物质能发展过程中遇到一些政策性障碍。文章拟通过对近年来我国出台的涉及生物质能的法律、法规和政策进行分析,提出了在基本构建了生物质能政策基本框架的基础上,还必须通过提高其可操作性并完善相应的配套措施,才能保证生物质能又好又快地持续健康发展。

Analysis on Current Status and Development of China Policy Framework on Biomass Energy

Development and utilization of biomass energy in China has progressed rapidly in recent years. But there are some policy obstacles to its development because of unmatched and uncoordinated laws, regulations and policies. Laws, regulations and policies related to biomass energy promulgated recently in China were analyzed in the paper. Recommendation of constructing biomass policy framework, strengthening policy effectiveness and increasing matching measures was put forward to guarantee the sustainable and healthy development of biomass.
