黄土高原地区雨水集蓄利用

给出了雨水集蓄利用的概念,并针对黄土高原地区十分匮乏的水资源和严重的水土流失现状,提出了在该地区实施雨水集蓄利用的必要性和可行性。在此基础上,对黄土高原地区雨水集蓄利用所取得的成就进行了介绍:一是雨水集蓄利用为农村生产、生活提供了水源,二是为农村产业结构的调整创造了条件,三是为改善生态环境奠定了基础,四是促进了农村精神文明建设。指出了雨水集蓄利用存在的问题:一是在农村存在两种错误认识,二是技术研究开展的少或者研究深度不够,三是工程配套跟不上或不匹配,四是投入不足。

Storm-Water Collection, Storage and Utilization in Loess Plateau Region

The paper puts forward the concept of storm-water collection,storage and utilization and the necessity and feasibility of the implementation in the local area in accordance with the present status of water resources in great shortage and serious soil and water loss in the Loess Plateau region.It introduces the achieved achievements based on the above basis: a) the storm-water collection,storage and utilization provides water source for production and living in rural area;b) it creates conditions for restructuring the rural industry;c) it lays a foundation for improving ecological environment and;d) it promotes the construction of rural spiritual civilization.It points out the existing problems on storm-water collection,storage and utilization: a) it exists two misunderstanding in rural area;b) technical study is less or not deep enough;c) the auxiliary project is not completed or not match each other and;d) the investment is insufficient.
