| 摘 要： | 从了解我国粮食主产区的农业生产状况、农业政策的落实情况,以及中央一号文件的政策效应和农民对农业政策的态度反应着手,通过对2004年广西临桂、象州农村经济和社会的调查发现:2004年中央一号文件的实施促进了农民种植粮食的积极性,对农民增收是一种政策信号;这两个地方粮食增产,农民收入有所增加,但是也存在农户农业生产投资增加较快,自然灾害对农户增收增产有一定的影响,农田水利基础设施缺乏投资等问题。

| Abstract: | The investigation results show that the implement of No.1 document issued by center government in 2004 improves the enthusiasm of planting grain for farmers and is a policy signal for increasing farmer income,and the grain yield increases significantly and farmer income increases slowly in two counties because the increase of agricultural production invest is quick,the natural disaster affects the yield and income increase for farmers and the water conservation infrastructure for cropland is short of investment. |
