魏晋时期淮北平原的水土治理——对西晋杜预一篇奏疏的探讨

以杜预的一篇奏疏为研究对象。通过分析,可以看出我国古代对于地域开发进行的有益探索。在上疏中,杜预详细论述了当时淮北平原所处的地理位置、地貌特点,指出为了避免连年水害,必须实行大规模的"废陂"方略,改善生态环境,富国富民,为伐吴作积极的准备。

Water and Soil Conservation and Administration of Huaibei Plain in the Wei and Jin Dynasties

With a piece of petition by Duyu as research object,though analysis on the petition it was found that beneficial exploration had been made on regional development in ancient China.In the petition,Duyu discussed the geographical position and geomorphologic features of Huanbei plain at that time in detail and pointed out that it was prerequisite to implement the "Disusing Reservoirs" strategy in a large scale and improve the ecological environment,enrich the country and people for avoiding long-term water disaster and preparing for attacking the kingdom of Wu actively.
