贵州试点区集体林权制度改革的初步调研与分析——以瓮安县大山村为例

2007年9月对贵州省林改试点县瓮安县大山村的林改工作进行了初步调研与分析。通过对林改过程及村民的调研与分析，总结了试点工作的经验与问题，以期为贵州乃至南方农村林改工作提供参考。结果表明，历史上的林权制度变革有利于此次林改的技术实施与村民的心理适应，林改工作得到农民普遍支持，确权发证工作进展顺利，但农民普遍对林改的意义认识不够深刻，对分配到户的林权的物权性质缺乏深刻理解。为此，要全面完成林改工作各项任务，达到林改的最终目的，试点区林改工作仍然任重道远。

Preliminary Investigation and Analysis on the Collective Forest Tenure Reform in the Experimental Area of Guizhou Province
