According to the multi-center administration theory framework,the paper analyzed the multi-center public action system on the "three in an organic whole" governance model in Ruian composite rural association from the subject,means and role.At the same time,according to the co-operation practice of the composite rural association,the paper described the further development orientation of multi-center public action,including the supervision of system supply,the reflection of rational complexity,the reconstruction of governmental roles and the integration of social resources.
