粮食主产区农民家庭生活消费增长的限制因素及对策——以黑龙江省为例

论述了促进粮食主产区农民家庭生活消费增长的重要意义:是新农村建设的必然归宿;是经济平稳较快发展的内在动力;是粮食生产稳定发展的重要保证。分析了粮食主产区农民家庭生活消费增长的限制因素,主要是:农民家庭纯收入绝对量低,持续增加难度大,生产消费支出逐年上升,养老、医疗、教育等支出负担沉重,不良消费观念和消费习惯短期难以改变等。提出了通过国家财政倾斜,粮食生产适度规模化和产业化,提升农户特别是劳动力素质等促进农民家庭生活消费较快增长的对策建议。

Constraints to the Growth of Rural Household Living Consumption in Major Grain Producing Areas

The great significance of promoting the growth of rural household living consumption in major grain producing areas was discussed,it is the inevitable results of new countryside construction,the inherent driving force of the steady and fast economic development and the important guarantee for the steady development of grain production.And then constraints to the growth of rural household living consumption were analyzed,including the low household income,the great difficulty to sustainably increase the income,the annual increase of production consumption,the heavy burden of endowment,medical and education expenditure,bad consumption concept and the difficulty to change the farmers’ consumption habitats,etc.Finally some countermeasures were proposed to promote the rapid growth of rural household living consumption,involving the increase of national finance,the scale and industrialized production of grains and the improvement of the quality of farmers and labors.
