劳动力转移视角下的新疆农牧民增收研究

比较了新疆与全国农民收入差异,从地理、观念和经济3个方面讨论了制约新疆少数民族农牧民增收的深层困境,分析了少数民族农村剩余劳动力转移难的原因,并提出促进少数民族农村剩余劳动力转移就业与增收的路径:强化政府在劳动力转移中的作用,加快农村富余劳动力有序转移;大力发展非农经济,创造更多就业机会;大力发展职业培训,提高劳动者转移就业能力。

Study on the Income Increase of Farmers and Herdsmen in Xinjiang from the Perspective of Labor Transfer

The differences of the income of farmers and herdsmen in Xinjiang and the whole country were compared,and the constraints for income increase of minority farmers and herdsmen in Xinjiang were discussed from three aspects,namely geography,idea and economy.Moreover,the reasons of the difficulty of rural surplus labor transfer were analyzed.Finally,the paths for promoting the employment and increment of rural surplus labor were proposed,including strengthening the function of government in labor transfer,accelerating the orderly move of rural surplus labor;developing non-agricultural economy greatly,creating more employment opportunities;developing vocational training greatly,improving the employ ability of laborer.
