摘    要:随着人口的迅速增长和经济的快速发展,食物安全和农用地资源安全越来越受到学者和政府的关注。该文首先分析了农用地资源安全的含义及其产生原因,论述了农用地分等标准样地体系及其基本功能;结合全国农用地分等成果和现有的土地管理信息数据库,建立了农用地资源安全状况的监测网络、评价指标体系和方法;提出了确保农用地资源安全的监测-评价-预警-应急预案系统的结构框架,并分析了它对完善土地资源管理、切实保护农用地的重要作用。

Abstract:With the explosive growth of population and rapid development of economy, the security of food and agricultural land resources have been paid more and more attention by researchers and government. The implication of agricultural land resources security and its causes were analyzed. The standard plot system of agricultural land classification and its function were discussed. According to the national agricultural land classification result and the current land management information database, the monitoring-network, evaluation method and index system of agricultural land resources security were established. Finally, this paper put forward the establishment of monitoring-evaluation-warning system framework to ensure agricultural land resources security, and this system would play important role to improve land resources management and protect agricultural land.
