基于耕地综合价值测算的XX市征地补偿研究

以XX市为例,首先从理论上界定耕地的综合价值并与征用结合起来明确补偿对象,运用综合因素法将XX市的耕地划分为4个级别,在此基础上测算了耕地的生产力价值;然后,运用多种计量方法重点测算耕地的3大保障价值及社会稳定和生态服务价值;最后,对征地案例进行测算。结果表明:在一级区片内征用0.0667 hm2耕地的综合价值为145191.93元,其中的82197.54元占耕地总价值56.61%,应该补偿给失地农民或集体,其余62994.39元,应该补偿给国家或政府。

Research on the Cultivated Land Acquisition Compensation in XX City Based on the Integrated Value Evaluation

Taking XX City as an example,the integrated value of cultivated land were firstly defined on theory.Combining with land acquisition,the compensation objects were confirmed.By using synthetic factor method,the cultivated land in XX City was divided into four grades.Based on this,the productivity value of the cultivated land were measured and cultivated.Three guarantee values,social stability and ecological service value of cultivated land were emphatically measured and calculated by using many kinds of measuring methods.Finally,the land acquisition cases were measured.The results showed that the integrated value of expropriating 0.066 7 hm2 cultivated land in the first grade subarea was 145 191.93 yuan.Among the value,82 197.54 yuan,occuping 56.61% of total value of cultivated land,should be compensated for the land-lost farmers or collective.62 994.39 yuan should be compensated for country or government.
