| 摘 要： | 基于农业基础地位转移理论和农业的多功能性分析,从增加农民收入、强化食品安全、提高农产品竞争力和保护生态环境等方面提出了我国新一轮农业结构调整的农业政策目标模式,构建了由国内支持政策、农业生产政策、农产品贸易政策、农业行政管理体制以及城镇化建设等组成的我国农业结构战略性调整的政策支持体系。
