生产建设项目水土保持准入条件研究内容与方法

摘    要: 落实科学发展观,建设资源节约型社会和环境友好型社会都要求严把建设项目水土保持准入关,从源头上控制和遏制可能产生的影响和危害。从保护水土资源和生态环境的角度出发,深入研究了不同国土功能区、不同土壤侵蚀类型区、公路铁路、采矿、电力、水利水电、城建、农林开发等16类生产建设项目的水土保持项目准入条件和水土保持方案准入条件,提出否决、限批和缓批的准入条件,建议将表土剥离利用率、弃渣分类堆放率、土地裸露程度、复耕率、蓄水措施率、水土流失影响指数等量化指标,纳入生产建设项目水土保持准入条件。

Abstract:In order to put the scientific development view into practice,build a resources conservation-minded and environment friendly society,it is necessary to study the permitted requirements of soil and water conservation for production and construction project.Seeing from the perspective of protecting soil and water resources and eco-environment,an in-depth study is made in this research on the permitted requirements both of soil and water conservation,and the soil and water conservation plan for 16 sorts of production and construction projects.The study has put forward such permitted requirements as rejection,restricted approval and delayed approval.For the first time,some quantification norms such as topsoil stripping use ratio,dregs sorting stacking ratio,land bareness degree,second ploughing ratio,water storage measure ratio,water loss and soil erosion influence index are formed into the permitted requirements of soil and water conservation for production and construction projects.
